State port awards contract to second-lowest bidder - Mississippi News Now


GULFPORT, Miss. (AP) - The low bidder didn't get the latest and biggest contract in the state port restoration and expansion.


Executive Director Jonathan Daniel tells The Sun Herald (http://bit.ly/1vrjkV9 ) Necaise Brothers Construction of Gulfport was awarded the contract on Monday because of the firm's preference under Housing and Urban Development Community Development Block Grant rules.


Daniel said the Necaise bid was also classified as the "most responsive bid."


Necaise's bid $63.3 million, while the low bidder of W.C. Fore Trucking Inc. in Gulfport bid $62.9 million.


The biggest contract of the project includes installation of base and pavement, utilities and rail line on the expanded West Pier.


Work is expected to begin in mid-October and be completed in 18 months.
